Right well for the record, my PERSONAL choice is as follows:

The latest posts are at the top of the page. That way when you open a thread the most recent post is at the top of the page - that way you do not need to keep scrolling down everytime someone adds a new post. I appreciate that the page numbers won't go up chronologically, 1, 2, 3 etc - but just click on the highest page number to go to the most recent page.

Like AS Net basically.

But's its not my forum so its up to those in charge to do as they see fit.

i am eggstremely confused about the thread layout...not by where the posts are, but by you guys confusing me as you which way you want to read them.

all other forum work this way.

it makes sense because all other forums read this way with the last post at the last page and secondly the quick reply option is at the bottom of the page.
